A flame retardant mattress is any mattress built to slow the spread of fire, and most conventional models do it with chemicals. Manufacturers add brominated or organophosphate flame retardants, or wrap the mattress in a fibreglass barrier, so the finished product passes a government flammability test. Here is the part most shoppers never hear: the law does not require the chemicals. It requires the mattress to pass a test, and a dense layer of natural wool passes that test on its own.

Flame retardants are chemicals or materials added to a mattress to slow ignition and reduce how fast a fire spreads. Mattresses need this protection because the material most of them are built on, polyurethane foam, is petroleum-based and burns quickly.

Foam is cheap and comfortable, but it is essentially solid fuel. To sell it legally, a manufacturer has to make the finished mattress resist catching fire. There are two ways to do that. One is to treat the foam or its cover with chemical flame retardants, or wrap it in fibreglass. The other is to build the mattress with a natural fibre barrier that does not burn. Most large manufacturers choose the chemical or fibreglass route because it is inexpensive. A natural barrier, usually wool, does the same job without any added chemistry.

Research has linked the main mattress flame retardants to thyroid disruption, effects on children's neurological development, and reproductive harm. The evidence points to concern rather than settled proof of direct harm, which is exactly why many families choose to avoid the chemicals where they reasonably can.
Exposure is not really about touching the mattress. Flame retardants migrate out of foam over time and bind to household dust, which is then inhaled or ingested. Young children, who spend more time on the floor and put more things in their mouths, tend to carry higher levels.
For PBDEs specifically, studies have associated early-life exposure with lower scores on tests of children's cognition, behaviour, and motor skills, and with changes in thyroid hormone during pregnancy. A European Food Safety Authority review of nearly 4,000 food samples found brominated flame retardants across most food categories and identified the liver, thyroid, and the reproductive and nervous systems as the main targets of concern.

Beyond the retardants themselves, a new foam mattress also off-gasses volatile compounds. Peak emissions occur in the first 24 to 72 hours after a foam mattress is unpackaged. A natural mattress made from wool, cotton, and latex avoids both problems at once.
No law requires a mattress to contain chemical flame retardants. The law requires a mattress to pass a flammability test. How the maker passes that test is their choice, and a natural barrier is a legal way to do it with no added chemistry.
Canada and the United States test mattress flammability in different ways, and the difference matters for what ends up inside your bed.
In Canada, mattresses must pass a cigarette-ignition test under the federal Mattresses Regulations, which use a smoulder method. The test checks that a lit cigarette left on the surface does not keep it smouldering or spreading. In the United States, mattresses must pass a much tougher open-flame test under 16 CFR Part 1633, which exposes the mattress to a large flame.

Neither standard tells manufacturers to use chemicals. The U.S. Consumer Product Safety Commission confirms its open-flame standard can be met with barrier materials, not just chemical treatments. Because Canada's test is a smoulder test rather than an open-flame test, a dense wool barrier clears it comfortably with nothing added.

Canada first restricted PBDEs under dedicated Polybrominated Diphenyl Ethers Regulations in 2008, expanded the restriction to cover all PBDEs, including decaBDE, in 2016, and tightened the rules again under the Prohibition of Certain Toxic Substances Regulations in 2022, which added two more flame retardants, Dechlorane Plus and DBDPE.

Older chemicals are being phased out, but newer ones remain in use, and makers are not required to tell you which retardants, if any, are in a given mattress. That gap between what is regulated and what is disclosed is why buying a mattress with a known natural barrier still matters.
Most foam mattresses contain flame retardants, because foam is flammable and needs help passing a flammability test. Natural-fibre mattresses generally do not, because their materials resist fire on their own.
Memory foam and polyurethane foam mattresses are the most likely to rely on chemical retardants or a fibreglass barrier. Every memory foam is petroleum-based, and petroleum foam burns readily, so a fire barrier of some kind is almost always present.
Innerspring and hybrid mattresses vary. The steel coils do not burn, but the foam comfort layers and padding still do, so they are often treated or wrapped as well.
Natural latex mattresses are the usual exception, with one honest detail worth stating plainly. Natural latex on its own is combustible, so the latex is not the fire barrier. The wool layer around it is. Together, natural latex and a wool barrier pass flammability testing without any chemical retardant.
You often cannot tell for certain, because manufacturers are not required to disclose flame retardants. But a few checks get you most of the way.
Fibreglass is a cheap fire barrier woven into the fabric of many low-cost foam mattresses, and it is the reason those mattresses warn you never to remove the cover. Fine glass fibres can escape through a torn or unzipped cover and spread through the bedroom, where they are very hard to clean up. If a mattress cover carries a do-not-remove warning, fibreglass is often the reason. A mattress that uses a natural wool barrier has no need for fibreglass at all.
No. CertiPUR-US certifies that a polyurethane foam is made without certain flame retardants, including PBDEs, TDCPP, and TCEP, but it is not a guarantee that a mattress is free of all flame retardants. The certification covers only the foam core, not the cover, adhesives, or fire barrier, and it still permits retardants that are not on its restricted list. It is a useful signal for foam, not proof of a mattress made without chemical flame retardants.
Wool is the most common natural fire barrier because it resists ignition on its own. Wool has a high ignition point, self-extinguishes when the flame source is removed, and chars instead of melting, so it slows a fire rather than feeding it.

Those properties come from the wool fibre itself, which is high in nitrogen and moisture and hard to set alight. Tightly woven cotton and other dense natural fibres can play a similar barrier role. Natural latex, by contrast, is combustible on its own and relies on the wool around it to pass a flammability test.

A crib mattress with a natural wool barrier can meet the rules without added chemicals, which is why many parents choose natural crib mattresses for a non-toxic nursery.
Memory foam mattresses very likely contain a flame retardant or a fibreglass barrier. Memory foam is petroleum-based and highly flammable, so it cannot pass a flammability test without help. If a memory foam mattress does not name a natural barrier, it is safest to assume it relies on chemicals or fibreglass.
